The Problem With Europol’s 90% AI Content Prediction: Numbers Don’t Add Up

Europol’s claim that 90% of online content will be AI-generated by 2026 deserves a closer look. With the Internet Archive preserving more than 735 billion web pages dating back to the 1990s, the prediction simply doesn’t add up.

You’ve probably seen the statistic floating around social media and tech forums: 90% of all online content will be AI-generated by 2026.

It’s a jaw-dropping claim that originated from a Europol report and has since taken on a life of its own, bouncing between news outlets and conference presentations like an unstoppable digital virus.

Here’s the problem: it’s almost certainly wrong. And not just slightly off—spectacularly, fundamentally wrong.

The 90% Prediction Doesn’t Add Up

Let me walk you through why this prediction falls apart under basic scrutiny. The internet didn’t start yesterday.

We’re sitting on more than three decades of accumulated human content—billions upon billions of web pages, forum discussions, blog posts, academic papers, news articles, and social media updates created by real people with real experiences.

Consider Wikipedia alone: over 60 million articles across hundreds of languages, all meticulously crafted by human volunteers.

Or think about the Internet Archive, which has preserved over 735 billion web pages dating back to the 1990s. Academic databases house millions of research papers spanning centuries of human scholarship.

Most personal blogs from 2003, every forum argument from 2007, every digitised newspaper from decades past—it’s all still there.

For AI content to reach 90% of total online material by 2026, it would need to generate enough content to absolutely dwarf this existing foundation in just two years.

We’re not talking about AI becoming dominant among new content—we’re talking about it overwhelming the entire accumulated digital output of human civilization.


Content first appeared on the internet in the late 1980s and early 1990s as static, text-based information on early systems like electronic bulletin board systems (BBS). 

With the public launch of the World Wide Web in 1991, the creation and publishing of content became more accessible, leading to the launch of the first company website in 1993 and the first online blog in 1994.


The sheer volume required makes this mathematically implausible.

Europol’s Real Message Got Lost

Here’s what actually happened: Europol issued a threat assessment warning that synthetic content could be weaponised for disinformation and criminal activities.

Their 90% figure appears to have been a worst-case scenario designed to grab attention and highlight potential risks, not a carefully modeled prediction based on current growth trajectories.

But somewhere between the original report and viral social media posts, this cautionary “what if” transformed into accepted fact. Classic case of telephone game, except the stakes involve how we understand the future of information itself.

The Curation Reality Check

Even if AI content generation exploded beyond all reasonable expectations, there’s another factor the 90% prediction ignores: content curation and platform policies.

Google isn’t just passively watching AI content flood search results. The company has implemented specific policies targeting low-quality synthetic material, and recent data shows these measures are working.

AI content in Google search results actually peaked at 19.1% in January 2025 and has since declined to 16.5% by June, according to Originality. Ai’s tracking.

Major platforms are investing heavily in detection systems and quality filters. They have strong business incentives to maintain content quality—users abandon platforms overrun with spam and synthetic garbage.

Human Content Has Staying Power

There’s something the AI doomsayers consistently underestimate: the enduring value of authentically human content. As AI becomes more prevalent, human-created material often becomes more valuable, not less.

Personal experiences, eyewitness accounts, original research, cultural artifacts, local knowledge—this content doesn’t become obsolete when ChatGPT writes another generic blog post about “10 Tips for Better Productivity.”

If anything, provably human content may command premium attention in an AI-saturated environment.

Users are already developing sophisticated instincts for identifying and preferring authentic content. The market is creating natural antibodies against low-quality synthetic material.

What’s Really Happening

Instead of the dramatic 90% takeover scenario, we’re seeing something more nuanced: AI content filling specific niches while human content maintains its grip on areas requiring authenticity, creativity, and personal experience.

AI excels at generating routine content—product descriptions, basic explainers, templated articles. But the internet’s most valuable content often comes from human insight, original reporting, creative expression, and lived experience. This material isn’t going anywhere.

We’re more likely headed toward a hybrid ecosystem where AI and human content coexist and serve different purposes, rather than a winner-take-all scenario.

The Real Timeline

Could AI content eventually represent a larger share of total online material? Possibly. But the idea that this transformation will happen by 2026 ignores both the massive existing content foundation and the complex dynamics governing how information spreads and persists online.

Technological adoption rarely follows the exponential curves that grab headlines. Real change happens more gradually, with setbacks, course corrections, and unexpected developments along the way.

The Europol prediction may make for compelling conference presentations and clickbait headlines, but it’s built on shaky mathematical foundations and oversimplified assumptions about how the internet actually works.
